Biography

Carl Adams Kopati Gbali is a Postdoctoral Research Fellow at the Centre for Sustainable Structural Transformation (CSST) at SOAS University of London. 

He joined CSST after completing his PhD in Advanced Policy Studies at the National Graduate Institute for Policy Studies (GRIPS) in Tokyo, Japan.

His primary research interests include innovation development policy, startups, technological change, and the application of emerging technologies. His doctoral thesis focused on the impact of national policies on knowledge transfer to small tech companies, with a case study on Rwanda.

During his PhD, Carl worked as an ICT/Policy Consultant with Sumitomo Corporation, conducting market research and policy analysis for the launch of IT businesses in Mozambique and Tanzania. 

Prior to his PhD, he was an Executive Lead Officer at the Telecommunication Regulation Authority of the Central African Republic, responsible for ICT market regulation. He also worked as a business development consultant for startups and SMEs in Japan, with experience spanning business, digital technology, innovation policy, startups, and entrepreneurship.
