University climate change network announces seven winners for research project funding
The University Network for Strengthening Macro-financial Resilience to Climate and Environmental Change and the Resilience Adaptation Mainstreaming Program (RAMP) has announced the successful completion of their second research funding call with the selection of seven winning bids for larger research projects.
The grants support funding proposals from member universities for ambitious and complex projects involving multiple researchers undertaking new research focused on topics relevant to RAMP and the University Network. The research projects are expected to make contributions to the existing body of research in the field of climate change adaptation economics, finance, and programme design and generate policy, economic and/or societal impact. Initially the intention was to award funding to five proposals, however, given the strength of submissions, the selection committee decided to extend this to seven proposals.
The seven winning case study bids are:
- Climate financing options and macro-fiscal policy outcomes: A Dynamic CGE model for Uganda (Makerere University). Researchers: Professor Edward Bbaale, Mr Asiimwe Wilson, Dr Albert Musisi.
- What are the prospects for green budgeting for climate adaptation at subnational levels in Uganda? (Makerere University). Researchers: Dr Joseph Wasswa Matovu, Dr Yusuf Kiwala.
- Future-proofing critical infrastructure systems for increased resilience under climate change conditions (Ghana Institute of Management and Public Administration). Researchers: Professor Martin Morgan Tuuli, Professor Ebenezer Adaku, Dr Emmanuel N Gyamfi, Dr Lord Mensah, Dr Ambrose Dodoo.
- Enhancing Public Financial Management to support climate-sensitive policies in developing countries: integration of climate budget allocations and expenditures into government budgets (The University of the West Indies). Researchers: Dr Sandra Sookram, Dr Preeya Mohan, Professor Michelle Mycoo.
- Climate change adaptation mechanisms and financing among Rufiji delta communities (University of Dar Es Salaam). Researchers: Dr Martin J. Chegere, Dr Wilhelm Ngasamiaku.
- Leveraging ‘Climate Technologies’ for Transformative Adaptive Capacity of Vulnerable Communities in Bangladesh (Independent University Bangladesh) Researchers: Dr Ekhtekharul Islam, Professor Mizan Khan, Professor Meherun Ahmed, Dr Khaled Saifullah, Dr Taslim Uddin, Ms Zaima Ahmed.
- Agricultural crops productivity shocks, adaptation pathways, and implications (University of Nigeria Nsukka). Researchers: Dr Nnaemeka Chukwuone, Dr Henry Okodua, Dr Chukwuemeka Onyia, Dr Chizoba Oranu.
This round of research awards complements ten previous awards for “Case Study Research in Support of RAMP Curriculum on Climate Adaptation Finance and Risk Management” that were granted in October 2023.

About the University Network and RAMP
The University Network for Strengthening Macrofinancial Resilience to Climate and Environmental Change was established to promote multi-disciplinary academic teaching and research in areas important for strengthening macrofinancial resilience to climate change. The Network consists of global universities that seek to build capacities to conduct relevant high-quality teaching and research and acts as a strategic and knowledge partner of major international organisations working in this field.
The University Network is a key part of the Resilience Adaptation Mainstreaming Program (RAMP). The objective of RAMP is to accelerate climate adaptation in developing countries by building capacity in ministries of finance, planning and economics to understand, plan for, and finance climate adaptation actions. RAMP is supported by a secretariat hosted by the World Resources Institute, working in close partnership with the Coalition of Finance Ministers for Climate Action, the Bretton Woods institutions, UNDP, regional development banks, and other stakeholders.
