In this talk, I will pose the provocative question: Is America is now acting like China in curbing China’s rise?

Drawing from my newly released book, High Wire, I will delve into the striking parallels between the U.S. and Chinese regulatory governance. Through an in-depth examination of the structure, processes, and outcomes of U.S. legal strategies, I will unravel the dynamic complexities and unintended consequences of U.S. legal actions against China.

Angela Huyue Zhang is a Professor of Law at the USC Gould School of Law. Widely recognized as a leading authority on Chinese tech regulation, she is the author of two books in this field: Chinese Antitrust Exceptionalism (2021) and High Wire (2024). 

Zhang is currently doing research on AI regulation and US tech policy toward China.
