Biography
Harendra graduated in law from the National Law University, Raipur, and then worked as a Law Clerk-cum-Research Assistant to the former Chief Justice of India for two years. Following this, He studied for his master's in law at the University of Cambridge. During his LLM, studying Public Policy course at Cambridge, he undertook research under Prof. David Feldman QC for his thesis and critically examined the GST Bill 2011 in the backdrop of constitutional federal and fiscal schemes and suggested important amendments related to fixing the rate of GST, dispute resolution, and coordination among Central and State governments.
After his Masters, he worked as Executive Consultant at the Office of Member of Parliament & Brighter India Foundation, New Delhi. As an Executive Consultant, he collated, structured, and processed information of various functionaries of the governance system collaborated with diverse teams to organize events and workshops on voter awareness, and rendered legal advice regarding election law, trade union law, public policy, and intellectual property matters. He has also provided Legal and Public policy consultancy to the Khejarli Martyr National Environmental Organization on water conservation and environmental protection.
He has been in regular practice at the Rajasthan High Court and the Supreme Court of India and practiced in the areas of constitutional, environmental, property law, and educational matters. For more than four years he has advised the Ministry of Information and Broadcasting and Information, Government of India on various legal and policy matters in its awareness and advertising campaign aimed at the smooth and effective implementation of various environmental projects and social welfare schemes. He also analyzed and suggested how ‘nexus thinking’ could encourage the participation of multiple stakeholders and promote joint action at different levels of governance.
Research interests
The research project would examine the interrelations and interdependence among several components of an ecosystem such as water, energy, food, land, and forest resources. The project would establish that integrated management and governance of these resources
