The Centre for International Studies and Diplomacy’s (CISD) Strategic Concept for the Removal of Arms and Proliferation and its Freeze initiative (SCRAP) has received public support from The United Nations Office of Disarmament Affairs.

On 27 October 2020, Izumi Nakamitsu, The United Nations Under-Secretary-General and High Representative for Disarmament Affairs, wrote to CISD comending the work of the SCRAP iniative.

In the letter with CISD, The United Nations Under-Secretary-General and High Representative for Disarmament Affairs said:

“I wish to commend you and the SCRAP team for your efforts and initiatives to modernize the concept of general and complete disarmament and, more recently, to promote the Secretary-General’s Agenda for Disarmament and his ceasefire call. I am sure your recently launched “Freeze Weapons Now” initiative will make an important contribution in this connection.

"Your effort to draw attention to the issue of military spending could not be timelier. The economic shocks created by the COVID-19 pandemic has so far done little to reverse steady annual increases in military budgets. We must all do more to ensure that the more effective path to economic recovery comes through reducing the burden of excessive military spending on our societies.

"More broadly, I believe the SCRAP project speaks directly to the recognition in the Secretary-Genera’s Agenda for Disarmament of the need to establish a clear and credible vision for sustainable security. In his Agenda, the Secretary-General observed that the notion of security has always evolved with changes in the state of the world. The changing nature of armed conflict in the past few decades and the unspeakable human suffering it has caused gave rise to the concept of placing human beings at the centre of security."
